Creating new Dial Plan

The requirements of this dial plan is to be completely independent of the existing one. The only configuration that it will share are the gateways themselves... all new CSSs, partitions, Route Lists, etc.

This will be implemented for certain ATAs and phones to make calls straight to the PSTN without dialing 9.
